TRM Labs, a top blockchain intelligence provider, recently revealed a groundbreaking discovery. Pro-ISIS groups in various Asian countries increasingly use cryptocurrencies for illicit financial activities. The trend of illicit operations involving digital currencies has been a cause for concern, as highlighted by the US Treasury Department and the United Nations in their reports. However, TRM Labs’ findings provide concrete evidence of such activities.

Tajikistan, Indonesia, Pakistan, and Afghanistan are some of the countries highlighted as hotspots for these activities. Among digital currencies, Tether (USDT), a stablecoin, is the preferred choice for these transactions, primarily on the Tron network.
In Tajikistan, pro-ISIS groups used cryptocurrency to recruit fighters for ISKP in Afghanistan. A year-long fundraising campaign received around $2 million in USDT on Tron in 2022. TRM Labs’ vigilance led to identifying the campaign, resulting in the arrest of a senior ISIS fundraiser in Turkey.
In Indonesia, more than half a million USD was traced to fundraising campaigns in Syria that supported ISIS. The funds were regularly sent in small increments, highlighting the need for vigilant monitoring and intervention to disrupt these activities.
Pakistan’s ISIS affiliate, ISPP, leveraged crypto donations after promoting their ability to accept them in the latter half of 2022. They even attempted to exploit natural disasters, using cryptocurrency addresses flagged by TRM Labs to receive funds purportedly for earthquake relief efforts.
In Afghanistan, TRM Labs discovered that the ISIS affiliate’s media unit, al-Azaim Foundation for Media Production, used cryptocurrency addresses for funding and receiving support, a tactic previously undisclosed by the group. The presence of on-chain links between ISIS affiliates in Pakistan and Afghanistan further underscores the interconnected nature of these terrorist networks.
One recurring pattern in all these cases revolves around the connections to pro-ISIS fundraising campaigns in Syria. This region serves as a crucial hub for ISIS and its supporters’ utilization of cryptocurrencies. The funds collected often go towards aiding ISIS families residing in camps like al-Hol and Roj.
TRM Labs’ meticulous work in identifying and mapping these cryptocurrency trails is crucial in disrupting the financial lifelines of these extremist groups. By cooperating with law enforcement and exchanges, they have helped apprehend key facilitators and provided invaluable intelligence for ongoing counter-terrorism efforts.
